MSVC builds: Fix pixbuf loaders cache generation 

Use $(GlibEtcInstallRoot)\bin\gdk-pixbuf-query-loaders instead of
$(CopyDir)\bin\gdk-pixbuf-query-loaders to fix the "installation" when
CopyDir != GlibEtcInstallRoot.
