Add the ability to add shader hooks to MetaBackgroundActor
Using ClutterEffect is not pratical on MetaBackgroundActor, as the FBO redirection has a noticeable performance impact. Instead, allow adding GLSL code directly to the pipeline used to draw the background texture.
