common: Don't unconditionally define HAVE_WAYLAND
This header unconditionally defines HAVE_WAYLAND when GTK is built with Wayland support. This breaks the build when building with Wayland disabled. https://bugzilla.gnome.org/show_bug.cgi?id=785414
