Resolves #10802.
Since the GimpProcedureDialog port, the Windows version
of the Screenshot plug-in has been missing the
"Screenshot Delay" option. This is because Windows did not
have the SCREENSHOT_CAN_DELAY_WINDOW_SHOT enum
set. Adding that back in restores the option.
