Bug 770901 - Improve the "New Layer" and "Layer Attributes" dialogs 

Add "Mode", "Opacity" and "Offset" controls to the dialogs. Remember
the "New Layer" mode and opacity in GimpDialogConfig.

Also addresses bug #361810.
