Enable building to gtk+-2.0 or gtk+-3.0

Selectable at build time if both are available, defaulting to gtk+-3.0. If only one is available, it will abort if the wrong one is selected, otherwise it will build whichever one is available.

ige-mac-integration.pc will be set up accordingly.
There is no provision for having both installed.
